I am not sure if the 980 is well supported, I believe some users had issues with it. I have Nvidia GTX 980 TI graphics card which supports NVENC. The link shows a Windows 7 system (I think) and it's slightly different in Windows 10, but basically the same. Following NormanPCN's link, I was able to activate a phantom monitor with my onboard Intel GPU and now everything works. I was having trouble getting quick sync to work with my R9 390, it would crash my system if I had my preview monitor (2nd monitor) attached to my motherboards video out, and I couldn't get 2560x1400 out of my motherboards HDMI to try to get Quick Sync to work on my Primary display. Here is a link to an article with some information on that particular topic. It is, or has been, possible to trick the integrated GPU to be active without anything connected to it. In a multiple GPU system you need to have the intel video drivers installed as well as your Nvidia/AMD GPU. If no monitor is connected the integrated GPU often disabled itself. If you have an Nvidia/AMD card and the monitor is connected to the video card, the integrated GPU is probably disabled, even if enabled in the BIOS. Is the integrated GPU in the Intel CPU the only GPU in your system? If yes, and your monitor is connected to the integrated GPU and you have the Intel GPU drivers installed you should be good to go.
